Mr. Poundstone is licensed as a Professional Engineer and Professional Land Surveyor in the State of Illinois along with several other states. He has been licensed as a Professional Engineer since 1999 and as a Land Surveyor since 2002.
With over 27 years of experience in the engineering and surveying field, Mr. Poundstone has been the project manager for various engineering design and land surveying improvement projects. The project scopes have varied widely from the platting and approval of urban and rural residential subdivisions along with commercial and industrial subdivisions, to the design of roads & streets, water and sewer extensions, storm water management, regulatory permitting for levee system improvements, detailed regulatory agency permitting (municipal, township, county state and federal), to construction management.
The engineering involved in the design for these projects has incorporated detailed hydraulic modeling, earthwork calculations, pavement design, storm water drainage systems, watermain and sanitary sewer systems, water treatment facilities, drainage reports, storm water pollution prevention plans and management, retaining wall design, subdivision layout, parking lot layout, project planning, estimating & budgeting, general civil engineering, project management and working closely with regulating agencies to provide clients with projects designed in accordance with all local, county, state and federal guidelines as required to obtain necessary construction and operating permits.
Mr. Poundstone has utilized his surveying expertise to provide project management for preparation of numerous Right-of-Way Plans and Section Corner Plats for the Illinois Department of Transportation in District 2 and District 3. He also has extensive experience with ALTA Land Title Surveys, boundary and topographic surveys, construction layout, flood elevation certificates, LOMA certifications, as-built topographic surveys, subdivision development, planned unit developments, condominium developments, and vacation and easement plats.
His survey experience on these projects included detailed research of deed and title commitment policies, review and interpretation of historical documents, re-establishment of original roadway centerlines, establishment of existing right-of-way and property boundaries based on field information, commitments, and investigation of previous documents, prepared premise plats for necessary right-of-way and easement acquisition, final right-of-way plats including legal boundary descriptions in accordance with current Illinois Department Transportation standards, plats of survey, preliminary and final plats for minor and major subdivisions and as- built levee plats.
Mr. Poundstone’s extensive engineering experience over the years along with close relationships with a large pool of sub-consultants specializing in almost every discipline of engineering make him an invaluable asset to just about any engineering or surveying project a client can undertake.

Mr. Poundstone is licensed as a Professional Land Surveyor in the State of Illinois. He has been licensed as a Professional Land Surveyor since 1973.
With over 51 years of experience in the surveying field, Mr. Poundstone is capable of providing invaluable survey expertise to any project. From 1976 to 1989, he worked as a Project Land Surveyor for Sexton Engineering Service, a prominent consulting engineering firm in Ottawa, Illinois.
In 1989, he opened his own firm, Poundstone & Associates, located in Streator, Illinois and was a successful owner/operator for 13 years until his transition to the public sector. His extensive experience encompassed a wide variety of projects including residential and commercial subdivision development, ALTA Land Title Surveys, boundary and topographic surveys, construction layout, flood elevation certificates, as-built topographic surveys, condominium developments, and vacation and easement plats.
In 2002, he began working for the Illinois Department of Transportation as the Plats and Plans Manager. As Plats and Plans Manager, he has been responsible for coordinating, directing, and supervising all activities associated with the preparation of plans, plats, legal descriptions and related documents necessary for the acquisition of right-of-way. This required a complete mastery of research of deed and title commitment policies, review and interpretation of historical documents, re-establishment of original roadway centerlines, establishment of existing right-of-way and property boundaries based on field information, title policy commitments, and investigation of previous documents, prepared premise plats for necessary right-of-way and easement acquisition, final right-of-way plats including legal boundary descriptions in accordance with current Illinois Department Transportation standards.
